Schools and libraries subject to CIPA are required to adopt a policy that addresses:
  • access by minors to inappropriate matter on the Internet,
  • the safety and security of minors when using electronic mail, chat rooms, and other forms of direct electronic communications,
  • unauthorised access, including so-called “hacking” and other unlawful activities by minors online,
  • unauthorised disclosure, use, and dissemination of personal information regarding minors, and
  • restricting minors’ access to materials harmful to them. Security measures must be able to block or filter pictures that are obscene or contain child pornography for both minors and adults.
